The Nuclear Arms Race: Prisoner's Dilemma or Perceptual Dilemma?
نویسنده
چکیده
Traditionally, the most common game-theoretic model of the Soviet-US nuclear arms race has been an iterated Prisoner's Dilemma. According to such a model, on any given trial both superpowers are better off arming regardless of what the other side chooses, but if both sides arm the outcome is less desirable than had both sides reduced their supply of weapons. Although Soviet and US preferences resembled a Prisoner's Dilemma throughout much of the Cold War, recent evidence suggests that the arms race is now more accurately modeled by a 'Perceptual Dilemma'. In a Perceptual Dilemma, both sides: (1) prefer mutual arms reductions to all other outcomes; (2) want above all to avoid disarming while the other side arms; and (3) perceive the other side as preferring unilateral armament o all other outcomes. This article presents empirical evidence that the nuclear arms race is more appropriately modeled by a Perceptual Dilemma than by a Prisoner's Dilemma, including new survey data in which members of the Australian Parliament and the Israeli Knesset were asked to estimate the preferences of Soviet and US leaders. The paper concludes by reviewing several factors which sustain misperception and by suggesting that a Perceptual Dilemma can be solved with a clear, time-limited series of disarmament initiatives.

Does Extra Genetic Diversity Maintain Escalation in a Co-Evolutionary Arms Race
In evolutionary computation (EC), genetic diversity (or its absence) gets the credit (or the blame) for a multitude of effects — and so mutation operators, population initialization, and even pseudo-random number generators, all get probed and prodded to improve genetic diversity. This paper demonstrates how extra initial diversity can appear to cause improvements in the performance of coevolut...
متن کاملThe Prisoners' Dilemma and Regime-Switching in the Greek-Turkish Arms Race
Despite intensive investigation, little evidence has been found for a traditional Richardson style arms race between Greece and Turkey using regression methods. This paper uses an alternative model of the arms race, which treats it as a simple repeated two by two game like Prisoners' Dilemma, in which each country can choose a high or low share of military expenditure. This gives four possible ...
متن کاملEmergence of Super Cooperation of Prisoner’s Dilemma Games on Scale-Free Networks
Recently, the authors proposed a quantum prisoner's dilemma game based on the spatial game of Nowak and May, and showed that the game can be played classically. By using this idea, we proposed three generalized prisoner's dilemma (GPD, for short) games based on the weak Prisoner's dilemma game, the full prisoner's dilemma game and the normalized Prisoner's dilemma game, written by GPDW, GPDF an...
متن کاملGeneralized prisoner's dilemma
Prisoner’s dilemma has been heavily studied. In classical model, each player chooses to either ”Cooperate” or ”Defect”. In this paper, we generalize the prisoner’s dilemma with a new alternative which is neither defect or cooperation. The classical model is the special case under the condition that the third state is not taken into consideration.
متن کاملIntellectual Property as a Carrot for Innovators Using Game Theory to Show the Limits of the Argument
Policymakers all over the world claim: no innovation without protection. For more than a century, critics have objected that the case for intellectual property is far from clear. This paper uses a game theoretic model to organise the debate. It is possible to model innovation as a prisoner's dilemma between potential innovators, and to interpret intellectual property as a tool for making cooper...
